Golf Cart or Low Speed Vehicle? The Answer Changes Everything
Ask five neighbors whether a golf cart needs insurance in Texas and you will get five answers. The confusion is real, and it comes down to two different vehicles that look almost identical parked side by side.
A standard golf cart operated on public roads under Texas
Transportation Code section 551.403 is exempt from the state's financial responsibility requirement. There is no state mandate to insure it. That section also sets the boundaries on where it can go: inside a master planned community, on a public or private beach open to vehicular traffic, or during daytime on a road posted at 35 miles per hour or less, within five miles of where the cart is normally parked.
A low speed vehicle is a different animal. It is titled and registered with the Texas Department of Motor Vehicles as a motor vehicle, it carries a VIN, and it must carry Texas minimum liability limits of 30/60/25, meaning $30,000 per injured person, $60,000 per accident and $25,000 in property damage. If that describes what you own, the same liability rules that apply to your car apply to it.

Your City or HOA May Require Coverage Even When Texas Does Not
State law is the floor, not the ceiling. Cities and counties can restrict where golf carts operate, and master planned communities and homeowners associations write their own rules on top of that. Plenty of neighborhoods around Clear Lake and The Woodlands require proof of liability coverage before a cart is allowed on community streets, and some set a minimum limit in the covenants.

Why Your Homeowners Policy Stops at the Driveway
This is the part almost nobody knows until a claim gets denied. A homeowners policy may extend limited coverage to a golf cart while it is on your own property. Once the cart leaves the driveway, that coverage generally ends.
Neighborhood streets, the club, the marina lot, the beach at Bolivar, a friend's cul-de-sac three streets over. Those are the places carts actually get driven, and those are the places a homeowners policy was never written to cover. A standalone golf cart policy exists to close that gap, and it costs far less than most owners expect.

What Golf Cart Coverage Actually Includes
A golf cart policy is built from the same parts as an auto policy, sized for a vehicle that costs a fraction as much. We walk through each one before we quote so you know what you are buying.

That last one is the piece owners want most and ask about least. Lift kits, custom wheels and tires, sound systems, light bars, rear seat kits, enclosures and windshields, and lithium battery upgrades can add thousands to what a cart is worth, and a policy written on the base cart value will not pay for any of it. How Much Is Golf Cart Insurance in Texas?
Most Texas golf cart policies land somewhere in the range of $100 to $400 a year, and a fully built street legal cart with higher liability limits can run above that. We will not quote you a number on a web page and call it a premium, because the spread depends on things only your cart and your address can answer.
- The value of the cart and the accessories you have added to it.
- Gas or electric, and whether the battery has been upgraded to lithium.
- Whether it is a standard golf cart or a titled low speed vehicle.
- The liability limits you choose and the deductible you are comfortable with.
- Where it is stored, garaged and locked, or parked outside near the water.
- Whether it bundles with a home or auto policy already with us.

Golf carts stopped being a golf course vehicle in this state a long time ago. The carts we insure spend their lives in a handful of places, and each one raises a different coverage question.

Do you need insurance on a golf cart in Texas?
A standard golf cart is exempt from the Texas financial responsibility requirement, so the state does not mandate coverage for it. A low speed vehicle is different, because it is titled and registered with TxDMV and must carry the state minimum liability limits of 30/60/25. Cities and homeowners associations can also require proof of liability coverage regardless of what state law says.
Does homeowners insurance cover a golf cart?
Usually only while the cart is on your own property, and often with a low limit. The moment the cart is driven on a neighborhood street, at the club or on the beach, most homeowners policies no longer respond. A standalone golf cart policy covers the cart wherever it is legally operated.
How much is golf cart insurance a year?

Can my teenager drive our golf cart?
It depends on the vehicle and where it is driven. A low speed vehicle is a motor vehicle, so a licensed driver is required to operate it on public roads. For a standard golf cart, community rules and carrier requirements govern who may drive it, and some carriers set a minimum age or exclude unlicensed drivers entirely.
