Texas Does Not Require Boat Insurance. Here Is What Does.
The honest answer first: Texas has no law requiring liability or physical damage insurance on a private recreational boat. Nobody at the ramp is going to ask for proof of coverage. What creates a real requirement is a contract or a program, and most boat owners run into at least one of them.
- A lender financing the boat will require physical damage coverage and will name itself as loss payee on the policy.
- A marina, dry stack or storage facility slip agreement is a contract, and those agreements commonly require liability coverage and a certificate of insurance before you take the slip.
- Regulated party boats fall under the Texas Parks and Wildlife Department party boat program, which carries its own insurance requirement.
Registration is a separate step from insurance. Titling and registering your vessel with Texas Parks and Wildlife satisfies the state, and it does not create a proof-of-insurance obligation for an ordinary recreational boat.
What a Texas Boat Policy Actually Covers
Marine policies are not written like auto policies, and the parts have their own names. Here is what we walk through line by line before we quote.
- Hull and physical damage, which pays to repair or replace the boat itself after a covered loss.
- Liability coverage for injury to another person or damage to another vessel, a dock or a piling.
- Uninsured and underinsured boater coverage, for the operator who hits you and carries nothing.
- Medical payments for you and your passengers, regardless of who caused the accident.
- Trailer coverage, which is often the first thing missing from a policy someone brings us.
- Personal effects, electronics and fishing gear, usually with its own sublimit.
- Emergency towing and on-water assistance, which is the coverage boat owners use most.
Two more are worth naming because almost nobody asks about them. Wreck removal pays to raise and remove your boat when it sinks, and a marina or the Coast Guard can order that removal at your expense. Fuel spill liability covers the cleanup and the fines when fuel escapes into the water, which is a real exposure on any boat carrying more than a few gallons.

Named Storms, Haul-Outs and How Far Offshore You Are Covered
Every marine policy draws a map. Navigational territory is the water your coverage follows you onto, and a policy written for inland lakes will not follow a center console fifty miles offshore. If you run the jetties, fish blue water or take the boat to Louisiana, that language needs to say so before you leave the dock.
Storm terms matter just as much on this coast. Most policies covering a boat kept in the water carry a separate
named-storm or windstorm deductible, stated as a percentage of the insured value rather than a flat dollar amount. Many also include a haul-out or lay-up provision, which either requires you to move the boat once a storm is named or reimburses part of the cost of doing it. We read those clauses out loud with you before hurricane season, not during it.
Jet Skis and Personal Watercraft Are Their Own Policy
Owners assume a jet ski rides along on the homeowners policy. Usually it does not. A homeowners policy may cover a personal watercraft sitting on the property, but coverage typically stops the moment it goes in the water, and liability for a rider who injures someone is the exposure that actually costs money.

Questions Texas Boat Owners Ask Us Most
Do I need boat insurance in Texas?
Texas does not require insurance on a private recreational boat. You will need it if you financed the boat, since the lender will require physical damage coverage, or if your marina or storage slip agreement requires liability coverage and a certificate. Regulated party boats fall under the Texas Parks and Wildlife party boat program and have their own requirement.
How much does boat insurance cost in Texas?
It depends on the value and age of the boat, the hull type and horsepower, your boating experience and claims history, where the boat is kept, and how far offshore you run. A trailered bass boat and a slipped offshore center console are priced very differently. We compare multiple marine carriers and give you real numbers rather than a range that will not match your boat.
Does boat insurance cover hurricane and storm damage?
Most marine policies cover named-storm damage, but with a separate windstorm deductible that is calculated as a percentage of the insured value. Many policies also carry a haul-out or lay-up clause that requires you to move the boat once a storm is named. We go through that language with you before hurricane season so there are no surprises.
Do I need insurance to keep my boat in a marina slip?
Almost always, yes. It is a contract requirement rather than a state law. Marinas around Kemah, Seabrook and Clear Lake typically require liability coverage at a set limit and a certificate of insurance naming the marina before you take the slip.
Is my jet ski covered under my homeowners policy?
Usually not once it is in the water. A homeowners policy may cover a personal watercraft while it is on your property, but on-water liability and physical damage generally need a separate watercraft policy. If your jet ski goes to Clear Lake or Lake Conroe, ask us to look at it.
Is my boat trailer covered by my boat policy?
Only if it is listed. Trailer coverage is a common gap on policies people bring us, and it matters, since the trailer can be stolen or damaged on the road independently of the boat. We add it when we quote.
